 140.  Deputy Brendan Griffin Information on Brendan Griffin Zoom on Brendan Griffin  asked the Minister for the Environment, Community and Local Government Information on Philip Hogan Zoom on Philip Hogan  his views on a matter (details supplied); and if he will make a statement on the matter. Minister for the Environment, Community and Local Government (Deputy Phil Hogan): Information on Philip Hogan Zoom on Philip Hogan Under the rules of the Rural Development Programme 2007-2013 (RDP) the donation of buildings, formal leases, equipment, materials or services free of charge or at a nominal cost as part of a project may be used as private matching funds for community-based projects; this includes any such donations from Local Authorities. In the context of land/property all lease agreements must stipulate the term (duration) and must be for a period of at least five years from the date of the final payment to the promoter or for a term not less than the term of the contract, whichever is the greater. If the value of the donation has been used in a previous project then it cannot be used again. If part of the value of the donated lease term has been used for a previous project, the value of the term that has been used must have expired before the remaining term of the lease can be used.
