Minister for Justice and Equality (Deputy Alan Shatter): Information on Alan Shatter Zoom on Alan Shatter The original rationale for non-participation in the Directive in question involved serious concerns about the Common Travel Area implications of the Directive, in the event that Ireland participated while the UK remained outside. I do not think that position has changed significantly since then. However the matter will be kept under review.
