 173. Mr. Andrews Information on Barry Andrews Zoom on Barry Andrews  asked the Minister for the Environment and Local Government Information on Martin Cullen Zoom on Martin Cullen  the percent age of Dun Laoghaire Rathdown County Council's capital allocation for housing which was drawn down in 2001 and in the first six months of 2002. Minister of State at the Department of the Environment and Local Government (Mr. N. Ahern): Information on Noel Ahern Zoom on Noel Ahern Housing capital allocations to local authorities, including Dun Laoghaire Rathdown County Council, consist of Exchequer capital grants combined with the use of internal capital receipts. These allocations relate to the main local authority housing construction-acquisition programme, the provision of extensions to local authority houses, the undertaking of improvement works in lieu of local authority housing, the undertaking of remedial works to existing local authority housing and the provision of traveller accommodation.

In 2001 the housing capital allocation to Dun Laoghaire Rathdown County Council amounted to €20.189 million. Actual expenditure was €15.202 million, or 75.3% of allocation of which Exchequer grants amounted to €10.674 million and the remainder was funded from internal capital receipts. In 2002 the housing capital allocation is €26.6 million of which €21.1 million is to be funded by way of Exchequer grants and €5.5 million from internal capital receipts. Generally, local authorities utilise available capital receipts before drawing on Exchequer funding later in the year. At the end of June, the sum of €3.237 million in Exchequer grants or 12.2% of the Exchequer allocation had been recouped to the council by the Department. Further Exchequer grant payments of €3.460 million and €6.959 million were recouped to the council in July and September respectively.
