Minister for Foreign Affairs (Mr. Cowen): Information on Brian Cowen Zoom on Brian Cowen I refer the Deputy to my reply to Question No. 23 of 7 February 2002 in which I drew attention to the fact that numerous commitments have been made by Ireland to conflict prevention activities in the context of our bilateral development assist[821] ance programmes. Along with our EU partners, Ireland remains committed to extensive co-ordination and co-operation arrangements with relevant UN agencies, such as the United Nations Development Programme, UNDP, which has conflict prevention as part of its mandate.

Conflict prevention activities by several other organisations such as those by the UN Institute for Disarmament Research, UNIDIR, in west Africa, the UN Transitional Administration in East Timor, UNTAET, as well as the Facilitator of the Inter-Congolese Dialogue and Disarmament, Demobilisation and Rehabilitation in Sierra Leone, are all being supported by Ireland Aid.

Ireland's approach to conflict prevention remains under regular review by my Department, particularly in the context of implementation of the EU Programme for the Prevention of Violent Conflicts as endorsed at the Gothenburg European Council in June 2001. As indicated previously, a first report on implementation of the programme is to be submitted by the current Spanish EU Presidency to the next European Council meeting in Seville.
