Minister for the Environment (Mr. Howlin): I propose to take Questions Nos. 99 and 103 together. A preliminary report for this scheme is being examined in my Department. Having regard to the existing level of commitments under the water and sewerage programme, I cannot say when the proposal can be advanced.
