With all respect to the Minister of State at the Department of the Environment, Community and Local Government, Deputy Paudie Coffey, whom I hold in good regard, this is critical legislation which I am not addressing to the Minister of State with responsibility for housing. I wish to address the Minister with responsibility for health or, in his absence, the Minister of State with responsibility at that Department. It is a nonsense to proceed in any other situation.
