Schools Building Projects Status

 112. Deputy Catherine Murphy Information on Catherine Murphy Zoom on Catherine Murphy asked the Minister for Education and Skills Information on Ruairí Quinn Zoom on Ruairí Quinn the numbers of capital work contracts for school buildings and school extensions that have gone to successful tender for 2011, 2012 and to date in 2013; the companies that were awarded the contracts; and if he will make a statement on the matter. [24771/13]

Minister for Education and Skills (Deputy Ruairí Quinn): Information on Ruairí Quinn Zoom on Ruairí Quinn The information requested by the Deputy is contained in the following tables. In summary, 58 contracts for major school building projects were awarded in 2011. In 2012, 34 contracts for major school building projects were awarded. To date in 2013 there have been 10 contracts for major projects which successfully completed the tender process and there are a further 19 projects currently out to tender. Information, including contractor details, in relation to major projects on the 5 year construction programme is provided on my Departments web-site and is updated regularly.

 113. Deputy Catherine Murphy Information on Catherine Murphy Zoom on Catherine Murphy asked the Minister for Education and Skills Information on Ruairí Quinn Zoom on Ruairí Quinn if triage procedures exist in relation to Student Universal Support Ireland grant applications; if he has encountered cases similar to a case where eligibility for a course was erroneously confirmed in writing to the applicant; if so, the steps he has taken to ensure the process eliminates the possibility of such errors; and if he will make a statement on the matter. [24791/13]

Minister for Education and Skills (Deputy Ruairí Quinn): Information on Ruairí Quinn Zoom on Ruairí Quinn A triage system exists in Student Universal Support Ireland to provisionally assess all applications and to refuse those applications that do not need to go through the complete application process. While it is acknowledged that there have been difficulties in the assessment processes, in preparation for the 2013/2014 academic year both the online application system and the application assessment process are being further developed to enhance their effectiveness and efficiency and respond to experiences from year 1.

Property Tax Assessments

 115. Deputy Kevin Humphreys Information on Kevin Humphreys Zoom on Kevin Humphreys asked the Minister for Public Expenditure and Reform Information on Brendan Howlin Zoom on Brendan Howlin if he will provide a list in tabular form of all residential properties and address, operated or owned by the Office of Public Works which were liable for the local property tax; the valuation decided on for each property; and the amount of local property tax liable for each; and if he will make a statement on the matter. [24523/13]

Minister of State at the Department of Public Expenditure and Reform (Deputy Brian Hayes): Information on Brian Hayes Zoom on Brian Hayes The Office of Public Works has engaged in an exercise to identify all the properties in State Portfolio, managed by the Commissioners’ of Public Works, which are liable for the local property tax. Valuation Service is currently engaged in assigning these properties to the appropriate tax band and work will be complete in advance of the Revenue deadline. The Commissioners are not in a position to respond to the Deputy’s request as the valuations would, in some instances, be considered as commercially sensitive. This situation arises as the Commissioners will be disposing of a number of state properties to the market.

Minister of State at the Department of Public Expenditure and Reform (Deputy Brian Hayes): Information on Brian Hayes Zoom on Brian Hayes I propose to take Questions Nos. 116 to 118, inclusive, together.

The Office of Public Works has engaged in an exercise to identify all the properties in State Portfolio managed by the Commissioners’ of Public Works which are liable for the local property tax. These properties include Áras an Uachtaráin, Farmleigh and Ardilaun Lodge in St. Stephen's Green. The list is now substantially complete and property values are being assigned to these properties by the Valuation Service of the OPW. The specific valuations requested by the Deputy are not yet to hand but it is anticipated that the return will be made to the Revenue Commissioners in advance of the deadline on 28th May. The valuations referred to by the Deputy will be made available in due course.

Banking Inquiry

 119. Deputy Michael Healy-Rae Information on Michael Healy-Rae Zoom on Michael Healy-Rae asked the Minister for Public Expenditure and Reform Information on Brendan Howlin Zoom on Brendan Howlin if he will outline the type of banking inquiry that will be proposed; if it will done in an Oireachtas-style committee setup and, therefore, not be a vastly expensive inquiry putting an additional burden on the already hard-pressed taxpayers of the country; and if he will make a statement on the matter.  [24674/13]

Minister for Public Expenditure and Reform (Deputy Brendan Howlin): Information on Brendan Howlin Zoom on Brendan Howlin As the Deputy will be aware, the Government, at its meeting on 14th May 2013, approved the publication of the text of the Houses of the Oireachtas (Inquiries Privileges and Procedures) Bill 2013. The aim of this Bill is to establish a comprehensive statutory framework for the Oireachtas to conduct inquiries within the current constitutional parameters. The Bill envisages a central role for the Oireachtas in both initiating and conducting a parliamentary inquiry. Under the Bill, responsibility is assigned exclusively to the Houses of the Oireachtas to determine the requirement for a formal inquiry, the terms of reference of that inquiry, the appropriate committee to conduct an inquiry and the procedural and organisational aspects of the inquiry.

In advance of any decision by the Oireachtas to conduct a banking inquiry and in particular in advance of agreement on its detailed terms of reference, it is not possible to make any precise assessment on the cost of such an inquiry. However, a robust parliamentary power of inquiry can play a very important role in ensuring that lessons relating to past policy failures are learnt, which can only be to the benefit of taxpayers and citizens. I would expect that any inquiry would be conducted by a committee of the House(s).
