Student Grant Scheme Delays

 288. Deputy Charlie McConalogue Information on Charlie McConalogue Zoom on Charlie McConalogue asked the Minister for Education and Skills Information on Ruairí Quinn Zoom on Ruairí Quinn the total number of students who have been asked to provide additional documents in order for their student grant application to proceed and the full list of the types of documentation that are being requested of these students; and if he will make a statement on the matter. [1217/13]

Minister for Education and Skills (Deputy Ruairí Quinn): Information on Ruairí Quinn Zoom on Ruairí Quinn I propose to take Questions Nos. 288 and 289 together.

On submission of a grant application students progressing to the next stage of the assessment process are issued with a checklist of documentary evidence which they need to provide in order to complete their application. This checklist is tailored from the specific information provided on the student's application. The checklist outlines the supporting documentation required and where this documentation can be sourced.

On receipt of complete supporting documentation Student Universal Support Ireland (SUSI) can determine if the applicant satisfies the eligibility conditions for a student grant, which include nationality, residence, academic progression and means. The documentary evidence is necessary to verify the information provided by the student on their on-line grant application.

A full list of the documentary evidence that may be required is outlined in Schedule 5 of the Student Grant Scheme 2012 (S.I. No. 189 of 2012 refers).

SUSI may on receipt of this documentation require further additional documents to determine eligibility. This arises for a variety of reasons. It may emerge, as a result of the documentation provided, that something was omitted from the student's initial on-line application or that further clarification on information provided is needed. In a small number of cases it may emerge that a document that is needed in support of the application was not requested at provisional assessment stage. The Deputy will appreciate that in the context of SUSI having received in excess of 67,000 applications that some errors may inevitably arise when handling a high volume of applications within a relatively short timeframe.

Some 12,632 students have to date been asked to provide further additional documents to determine their eligibility for a student grant. This data has been provided to my Department by SUSI. It is understood that of these, some 6,775 students have returned the required documentation while some 5,857 have yet to provide the additional documentation requested. The additional types of documentation that are being requested in these instances, are critical to establishing a student's eligibility to a grant, and can relate to any aspect of the Scheme, such as residency, nationality/immigration status, previous academic attainment but, predominantly, relates to means.

Special Educational Needs Services Provision

 290. Deputy David Stanton Information on David Stanton Zoom on David Stanton asked the Minister for Education and Skills Information on Ruairí Quinn Zoom on Ruairí Quinn if all sections of the EPSEN Act 2004 have been fully implemented; if not, the sections of the act which remain to be implemented; the timescale for same; and if he will make a statement on the matter.  [1221/13]

Minister for Education and Skills (Deputy Ruairí Quinn): Information on Ruairí Quinn Zoom on Ruairí Quinn I wish to advise the Deputy that a significant number of sections of the Education for Persons with Special Educational Needs (EPSEN) Act have been commenced, principally those establishing the National Council for Special Education (NCSE) and those promoting an inclusive approach to the education of children with special educational needs. Specifically, the following sections have been commenced - 1, 2, 14(1)(a), 14(1)(c), 14(2) to 14(4), 19 to 37, 40 to 53. The remaining sections of the Act have yet to be commenced.

The National Council for Special Education (NCSE) made recommendations which suggested that additional investment over a period of years of up to €235m per annum, across the education and health sectors, would be required to fully implement the EPSEN Act. My Department's opinion is that the level of investment required would be greater than that envisaged in the NCSE report.

In the light of the very difficult economic situation, and these significant costs, the previous Government deferred the full implementation of EPSEN.

Given the costs involved and current fiscal constraints, addressing this issue will be very challenging. I will be considering how we can develop a plan to implement the objectives of the EPSEN Act so as to deliver improved educational outcomes for students with special needs.

The NCSE have been asked to provide comprehensive policy advice on how the education system can best support children with special educational needs. This advice will guide the preparation of a plan on how aspects of EPSEN can be implemented, including the prioritising of access to children with special needs to an individual education plan.

Student Grant Scheme Reform

 291. Deputy Charlie McConalogue Information on Charlie McConalogue Zoom on Charlie McConalogue asked the Minister for Education and Skills Information on Ruairí Quinn Zoom on Ruairí Quinn further to the external review of Student Universal Student Ireland that is to be carried out, the persons who will be carrying out this review; the terms of reference for the review and the time period within which the review is to be completed; and if he will make a statement on the matter. [1224/13]

Minister for Education and Skills (Deputy Ruairí Quinn): Information on Ruairí Quinn Zoom on Ruairí Quinn Arrangements are currently being made to issue a request for tender to engage the requisite expertise to carry out the external review referred to by the Deputy. The terms of reference for the review are currently being finalised.

Pupil-Teacher Ratio

 295. Deputy Eric Byrne Information on Eric J. Byrne Zoom on Eric J. Byrne asked the Minister for Education and Skills Information on Ruairí Quinn Zoom on Ruairí Quinn his views on correspondence (details supplied) regarding cuts in the education sector; and if he will make a statement on the matter. [1264/13]

Minister of State at the Department of Education and Skills (Deputy Ciarán Cannon): Information on Ciarán Cannon Zoom on Ciarán Cannon The matter referred to by the Deputy is an employment issue between the person concerned and their employer, County Dublin Vocational Education Committee.

By way of background, the pupil-teacher ratio (PTR) for Post Leaving Cert (PLC) - at 17:1 - is more favourable than the PTR in second level schools - 19:1. The Government decided to raise the PLC PTR to the same level as that which applies in all free second-level schools.

While it would be preferable not to have to make any changes, it is hard to justify providing a more generous PTR in PLC - which is mainly geared to school leavers and adults returning to education - than second-level schools - which cater for teenagers. This decision is being made at a time when the Government has succeeded in protecting class sizes in primary and free second-level schools for the coming year, ensuring that our limited resources are rightly focussed on the children in our education system.

The change will take effect in September 2013 and will reduce the number of PLC teaching posts by 200. It may lead to some reduction in subject choices for students but the sector has expanded rapidly over the past few decades, developing many innovative programmes for its students. In the meantime VECs will have an opportunity to plan for the reduced allocation across the schools/colleges under their remit and to work with their Principals and staff to ensure they can continue to deliver programmes which closely meet the needs of both students and employers.

Action Plan for Jobs

 296. Deputy Dara Calleary Information on Dara Calleary Zoom on Dara Calleary asked the Minister for Education and Skills Information on Ruairí Quinn Zoom on Ruairí Quinn the 2012 targets set for his Department for implementation of the Jobs Action Plan; if he will report on the attainment or otherwise of these targets; the reason targets were not met; the steps he is taking within his Department to create new jobs; and if he will make a statement on the matter. [1280/13]

Minister of State at the Department of Education and Skills (Deputy Ciarán Cannon): Information on Ciarán Cannon Zoom on Ciarán Cannon The Department of Education and Skills actions in the "Action Plan for Jobs 2012" are set out in the following document.

  All actions were implemented on target, with one exception regarding an element of action 1.38 – "Introduce a systematic approach to the national surveying of undergraduate and postgraduate students and employers to inform institutional and programme management and development."

  A working group chaired by the HEA which includes institutional and student representatives has been established to oversee the introduction of the new national student survey in question. I understand that it had been planned that a pilot of the new National Student Survey would be ready to be tested during the third quarter of 2012. However, more time was required to finalise the survey instrument. This further developmental work is currently underway and measures are also being taken to raise awareness of the survey among higher education institutions and students in advance of the roll out of a full scale national pilot in the first quarter of 2013. While my Department has no direct role in the creation of jobs, it is providing significant and innovative training opportunities for the unemployed to assist them in returning to work. It also should be noted that the funding for positions throughout the education sector is channelled through the Department's budget.

Minister for Education and Skills (Deputy Ruairí Quinn): Information on Ruairí Quinn Zoom on Ruairí Quinn The project referred to by the Deputy is on my Department's 5 year construction programme and is scheduled to commence construction in 2013. To date a contractor has not been appointed.

Teachers' Remuneration

 298. Deputy Niall Collins Information on Niall Collins Zoom on Niall Collins asked the Minister for Education and Skills Information on Ruairí Quinn Zoom on Ruairí Quinn if a decision can issue as soon as possible in relation to a matter (details supplied); and if he will make a statement on the matter. [1292/13]

Minister for Education and Skills (Deputy Ruairí Quinn): Information on Ruairí Quinn Zoom on Ruairí Quinn The scheme for the award of incremental credit for second level teachers was agreed under the auspices of the Teachers' Conciliation Council and is currently set out in consolidated format in Department Circular 29/2007. The application of this Circular in Further Education (PLC) colleges is under discussion at the Teachers Conciliation Council, which is the recognised forum for dealing with the pay and conditions of service of Teachers. The Parties to the forum include representatives of the managerial authorities of schools, the teacher unions, the Department of Education & Skills and the Department of Public Expenditure and Reform. As the proceedings of the Conciliation Council are confidential it would not be appropriate for me to make any further comment at this time.

Student Grant Scheme Representations

 299. Deputy Seán Ó Fearghaíl Information on Seán Ó Fearghaíl Zoom on Seán Ó Fearghaíl asked the Minister for Education and Skills Information on Ruairí Quinn Zoom on Ruairí Quinn the reason the Student Universal Support Ireland system will not respond to queries from Oireachtas members in relation to grant applications (details supplied); if he supports this approach; and if he will make a statement on the matter.  [1306/13]

Minister for Education and Skills (Deputy Ruairí Quinn): Information on Ruairí Quinn Zoom on Ruairí Quinn The Oireachtas email and dedicated phone line were set up by Student Universal Support Ireland (SUSI) so that Oireachtas members could contact SUSI directly with queries rather than contacting the SUSI Helpdesk. I understand from SUSI that although the phone-line and email facility was fully operational there have been some delays in the past with responses due to the volume of e-mails and calls received. However, I am assured by SUSI that this situation was addressed and that it is currently up to date. A response is issuing generally within 24 hours of receipt of the email.

In relation to the details supplied by the Deputy it would appear that the e-mail was sent to the SUSI helpdesk and not to the dedicated Oireachtas email address.

Officials in my Department have confirmed with SUSI, that the application of the student referred to by the Deputy has already been awarded a grant and an award letter issued on the 8th January 2013.

School Accommodation

 300. Deputy Charlie McConalogue Information on Charlie McConalogue Zoom on Charlie McConalogue asked the Minister for Education and Skills Information on Ruairí Quinn Zoom on Ruairí Quinn the number of primary schools that are wholly housed in temporary accommodation; the names, roll numbers and founding dates of these schools and the percentage of these schools that are gaelscoileanna; and if he will make a statement on the matter. [1312/13]

Minister for Education and Skills (Deputy Ruairí Quinn): Information on Ruairí Quinn Zoom on Ruairí Quinn The following table outlines all primary and post-primary schools currently renting temporary accommodation. As can be seen from the table, 10.6% of primary schools and 8.5% of post-primary schools currently renting accommodation are all-Irish schools. The commencement date of each rental is also outlined.

  Historical information in relation to schools operating wholly in temporary accommodation or in purchased prefabs is not readily available.

  As you may be aware, in March 2012 I announced a new initiative to replace rented prefabs in both primary and post-primary schools. Over 170 schools have been approved to replace rented prefabs with permanent accommodation of which 154 of these are included in the attached list, as they are currently renting accommodation.

Student Grant Scheme Delays

 301. Deputy Michael Lowry Information on Michael Lowry Zoom on Michael Lowry asked the Minister for Education and Skills Information on Ruairí Quinn Zoom on Ruairí Quinn the number of students in County Tipperary who are still awaiting payments of their student grant through the Student Universal Support Ireland system; the reason for the backlog in same; the current turnover time for same; and if he will make a statement on the matter. [1316/13]

Minister for Education and Skills (Deputy Ruairí Quinn): Information on Ruairí Quinn Zoom on Ruairí Quinn 1236 students from County Tipperary have been awarded or provisionally awarded a grant. Of these 254 are fee only awards. 769 students have received maintenance payments. Further students will receive payment on Friday 18th January. This data was provided to Department by Student Universal Support Ireland (SUSI) and is at a point in time on the 15th January, 2013.

  SUSI is continuing to make payments on a weekly basis to ensure students can get paid their grant as expeditiously as possible, once they have been awarded a grant. In general the time period for between final award and payment is no more than two weeks. This is dependent on the timeframe within which those awarded a grant supply bank account details and the return of confirmation of registration from the institution, which enables the relevant instalments of the grant to be paid.

Student Grant Scheme Appeals

 302. Deputy John O'Mahony Information on John O'Mahony Zoom on John O'Mahony asked the Minister for Education and Skills Information on Ruairí Quinn Zoom on Ruairí Quinn when a person (details supplied) in County Mayo will receive a decision on an appeal for their Student Universal Suport Ireland grant application; and if he will make a statement on the matter. [1327/13]

Minister for Education and Skills (Deputy Ruairí Quinn): Information on Ruairí Quinn Zoom on Ruairí Quinn Student Universal Support Ireland has confirmed that the applicant referred to by the Deputy appealed the decision on their grant with regard to the rate of grant awarded and that a letter on the appeal issued on 20th December, 2012.

Where an individual applicant has had an appeal turned down in writing by SUSI and remains of the view that the scheme has not been interpreted correctly in his/her case, an appeal form outlining the position may be submitted by the applicant to the independent Student Grant Appeals Board. The relevant appeal form will be available on request from SUSI.

School Placement

 303. Deputy Simon Harris Information on Simon Harris Zoom on Simon Harris asked the Minister for Education and Skills Information on Ruairí Quinn Zoom on Ruairí Quinn if his attention has been drawn to a shortage of primary school places in a locality (details supplied) in County Wicklow; if he has met with local stakeholders in an effort to address this shortage; the action he plans to take to address this issue; and if he will make a statement on the matter. [1339/13]

Minister for Education and Skills (Deputy Ruairí Quinn): Information on Ruairí Quinn Zoom on Ruairí Quinn As the Deputy will be aware, in June 2011 I announced that 20 new primary and 20 new post-primary schools are to be established up to 2016 across a number of locations to cater for our increased pupil numbers. While the area referred to by the Deputy was not one of the areas identified as requiring a new school in that period, it should be noted that in 2008 two new schools opened there and both of these schools will receive additional accommodation under my Departments Rapid Delivery Programme for 2013. In addition, a third school in the area that is the result of the amalgamation of a boys school and a girls school is to receive additional capacity and is on the 2015/2016 school building programme to proceed to tender and construction.

Officials of my Department met with a delegation of principals from the area last month regarding accommodation needs for September 2013 and discussions with the relevant patron bodies are ongoing.

My Department will continue to monitor enrolments in the area referred to by the Deputy to ensure that there is sufficient school accommodation to meet any projected future demands.

Schools Building Projects Status

 304. Deputy Simon Harris Information on Simon Harris Zoom on Simon Harris asked the Minister for Education and Skills Information on Ruairí Quinn Zoom on Ruairí Quinn when a school building project will commence at a school (details supplied) in County Wicklow; and if he will make a statement on the matter. [1344/13]

Minister for Education and Skills (Deputy Ruairí Quinn): Information on Ruairí Quinn Zoom on Ruairí Quinn The tender process for the appointment of a design team to the school building project referred to by the Deputy began on 17th December 2012 when tender documents issued to the consultants on my Department's Large School Projects Framework Panel.

Following completion of the appointment the design team will commence the architectural planning process. The project has been scheduled to commence construction in 2015/16 under the 5 year construction programme announced in March 2012.

Student Grant Scheme Eligibility

 305. Deputy Caoimhghín Ó Caoláin Information on Caoimhghín Ó Caoláin Zoom on Caoimhghín Ó Caoláin asked the Minister for Education and Skills Information on Ruairí Quinn Zoom on Ruairí Quinn the reason the eligibility for a fee grant from Student Universal Support Ireland does not extend to undergraduate courses outside the State or within another jurisdiction; and if he will make a statement on the matter. [1360/13]

Minister for Education and Skills (Deputy Ruairí Quinn): Information on Ruairí Quinn Zoom on Ruairí Quinn The Student Support Act 2011 provides that the payment of tuition fees be limited to approved courses of higher education at an approved institution in the State, other than for exceptional provision in respect of postgraduate course in Northern Ireland. In addition given the level of demand on the student grant budget it is not possible to include fee grants for students studying outside of the State. However, students studying in an EU Member State may be eligible for a maintenance grant provided they meet the terms and condition of the student grant scheme.

In addition, tax relief at the standard rate of tax may be claimed in respect of tuition fees paid for approved courses at approved colleges of higher education including approved undergraduate and postgraduate courses in EU Member States and in non-EU countries. Further information on this tax relief is available from the Revenue Commissioners on www.revenue.ie.

Where an individual applicant has had an appeal turned down, in writing, by SUSI, and remains of the view that SUSI has not interpreted the scheme correctly in his/her case, an appeal form outlining the position may be submitted by the applicant to the independent Student Grant Appeals Board. The relevant appeal form will be available on request from SUSI.

Student Grant Scheme Eligibility

 309. Deputy Bernard J. Durkan Information on Bernard Durkan Zoom on Bernard Durkan asked the Minister for Education and Skills Information on Ruairí Quinn Zoom on Ruairí Quinn if he will indicate the funding options available to a person (details supplied) in County Kildare; and if he will make a statement on the matter. [1411/13]

Minister for Education and Skills (Deputy Ruairí Quinn): Information on Ruairí Quinn Zoom on Ruairí Quinn While maintenance support is not available for students entering postgraduates courses, those who meet the qualifying conditions for the special rate of grant under the Student Grant Scheme 2012 will be eligible to have their post-graduate tuition fees paid up to the maximum fee limit of €6,270.

  In addition, a further limited number of students will qualify to have a €2,000 contribution made towards the costs of their fees. The new income threshold for this payment is €31,500 for the 2012/13 academic year, increasing relative to the number of family dependents.

  Tax relief is also available on postgraduate tuition fees. Details in relation to this relief are available from the Revenue Commissioners.

  In addition to this, the Student Assistance Fund will continue to be made available through the access offices of third-level institutions to assist students in exceptional financial need.
